Alaska e-bike regulations
Alaska adopted the three-class e-bike system in 2023 through HB 8. E-bikes are legally bicycles, exempt from registration, titling, licensing and insurance. There is no statewide helmet or minimum-age rule, and municipalities may add local restrictions.
Overview
Alaska's 2023 law (HB 8, Ch. 8 SLA 2023) added 'electric-assisted bicycle' and the Class 1/2/3 definitions to AS 28.90.990 and removed e-bikes from the motor vehicle, motorcycle, and motor-driven cycle definitions. Riders have the same rights and duties as bicyclists.
No state registration, title, license plate, driver license, or insurance is required. Alaska sets no statewide helmet or age requirement for e-bikes, but boroughs and cities may regulate e-bike use — including by class — on sidewalks, bike paths, and trails.

Electric-assisted bicycle and class definitions

Class 1 assists only while pedaling and stops at 20 mph; Class 2 can propel the bike without pedaling and stops at 20 mph; Class 3 is pedal-assist only and stops at 28 mph. 'Bicycle' under AS 28.90.990 includes electric-assisted bicycles.

Unless a locality says otherwise, an e-bike is treated as a bicycle and its rider has the same rights and duties as a bicyclist.
