Connecticut e-bike regulations
Connecticut classifies e-bikes under a three-tier system (Class 1, 2, 3) via CGS 14-1 and 14-289k, adopted by Public Act 18-165 effective October 1, 2018, with amendments effective October 1, 2025 tightening helmet and age rules. Connecticut has no county governments; all local land-use, traffic and ordinance authority rests with its 169 towns and cities.

Connecticut regulates electric bicycles under its state vehicle code. Statewide statutes below set the baseline for every county, city and school district in Connecticut. Local governments may adopt stricter rules for trails, sidewalks, beaches and campus property.

Conn. Gen. Stat. 14-1
Defines electric bicycle and the three-class system (Class 1 pedal-assist to 20 mph, Class 2 throttle-assisted to 20 mph, Class 3 pedal-assist to 28 mph with speedometer), with motor output not exceeding 750 watts.

Grants e-bike riders the rights and duties of bicyclists, restricts Class 3 use by riders under 16, authorizes municipalities to further regulate or restrict e-bike operation on paths and sidewalks, and sets helmet requirements.
