Arizona e-bike regulations
Arizona uses the three-class e-bike system under A.R.S. § 28-101 and § 28-819. E-bike riders have the rights and duties of bicyclists and are exempt from title, registration, driver license and insurance requirements. Class 1 and 2 may use bike and multiuse paths; Class 3 is limited unless the local jurisdiction allows it.
Overview
Arizona defines electric bicycles in A.R.S. § 28-101 and sets the operating rules in A.R.S. § 28-819. An operator has the rights and duties of a bicyclist, and e-bikes are exempt from certificate of title, registration, vehicle license tax, driver license, and vehicle insurance requirements.
Class 1 and Class 2 e-bikes may use bicycle and multiuse paths unless a local authority prohibits it. A Class 3 e-bike may not use a bicycle or multiuse path unless the path is within or adjacent to a roadway, or the local jurisdiction allows it. Title 28 sets no statewide helmet mandate for adult e-bike riders; local ordinances may differ, so check your city or county rules.

Arizona State LegislatureAn electric bicycle is a bicycle with a motor of less than 750 watts and fully operable pedals, divided into three classes by how the motor engages and its top assisted speed — 20 mph for Class 1 and Class 2, and 28 mph for Class 3, which must have a speedometer.

Arizona State Legislature(A) An operator of an electric bicycle has the rights and duties of a bicyclist and is generally subject to the same Title 28 provisions as a bicycle, unless a local authority regulates otherwise. (B) Electric bicycles are exempt from certificate of title, registration, vehicle license tax, driver license, and vehicle insurance requirements. (C) Since January 1, 2019, manufacturers must permanently label each e-bike with its class, top assisted speed, and motor wattage.
(D) Class 1 and Class 2 e-bikes may be used on bicycle and multiuse paths unless a local authority prohibits it. (E) A Class 3 e-bike may not be operated on a bicycle or multiuse path unless the path is within or adjacent to a highway or roadway, or the local jurisdiction allows it.

Arizona State LegislatureA person riding a bicycle — including an e-bike under § 28-819 — on a roadway below normal traffic speed must ride as close as practicable to the right-hand curb or edge, except when passing, preparing for a left turn, or avoiding hazards. Additional rules govern one-way streets and bicycle path usage.
