Orange County e-bike rulesFlorida
The Orange County Board of County Commissioners has been actively developing local e-bike and e-scooter safety regulations in response to rising emergency room visits and teen injuries, including discussion at the August 26, 2025 BCC meeting and a December 2, 2025 meeting where commissioners unanimously directed staff to draft rules addressing helmet mandates, age restrictions and education campaigns. A formal ordinance was still being drafted as of mid-2026.

Orange County follows the Florida state e-bike statutes, plus any county ordinances listed below. Cities and school districts inside the county may impose additional restrictions on paths, sidewalks and campus property.

Following public testimony and rising emergency room data, the Board of County Commissioners directed staff to explore helmet requirements, minimum age restrictions and public education campaigns for e-bikes and e-scooters. Ordinance drafting was ongoing as of June 2026.
