Defines Class 1, 2 and 3 electric bicycles, establishes that e-bikes are generally granted the rights and duties of bicycle riders, sets a minimum age of 16 to operate a Class 3 e-bike, and preserves local government authority to regulate e-bike operation on sidewalks, bicycle paths and roads under its jurisdiction.
Except as otherwise provided in this section, an electric bicycle or an operator of an electric bicycle is subject to the same rights and duties applicable to a bicycle or bicyclist. A person younger than 16 years of age may not operate a Class 3 electric bicycle but may ride as a passenger.
