California e-bike regulations
California defines e-bikes in Vehicle Code 312.5 in three classes: Class 1 (pedal-assist, max 20 mph, no throttle), Class 2 (throttle-assisted, max 20 mph) and Class 3 (pedal-assist speed pedelec, max 28 mph, helmet required and minimum age 16). E-bikes are generally regulated like bicycles and are allowed on bike paths and lanes unless locally restricted; Class 3 is typically prohibited from Class I bike paths. Riders under 18 must wear a helmet on Class 1 and 2 bikes, and all Class 3 riders and passengers must wear helmets regardless of age. No license, registration or insurance is required. Local jurisdictions may further regulate e-bike operation.
