Oregon e-bike regulations
Oregon regulates electric assisted bicycles under ORS 801.258, as amended by HB 4103 (2024), which created a three-class e-bike system (Class 1, 2, 3) and set a minimum age of 16 to operate a Class 3 e-bike. E-bikes are generally treated like bicycles, not motor vehicles, and are allowed wherever bicycles are allowed unless locally restricted.

Oregon regulates electric bicycles under its state vehicle code. Statewide statutes below set the baseline for every county, city and school district in Oregon. Local governments may adopt stricter rules for trails, sidewalks, beaches and campus property.

ORS 801.258
Defines 'electric assisted bicycle' and establishes three classes (Class 1, 2, 3) based on motor operation and top assisted speed (20 mph for Class 1/2, 28 mph for Class 3), as amended by HB 4103 (2024), effective January 1, 2025.
"Electric assisted bicycle" means a vehicle that: (1) Is designed to be operated on the ground on wheels; (2) Has a seat or saddle for use of the rider; (3) Is designed to travel with not more than three wheels in contact with the ground; (4) Has both fully operative pedals for human propulsion and an electric motor with a power output that does not exceed 1,000 watts; and meets the classification requirements for Class 1, Class 2, or Class 3 electric assisted bicycles as defined in the Act.Oregon Legislature - Oregon Revised StatutesRelating to electric assisted bicycles (Class system and age restriction)

Modifies the definition of electric assisted bicycle for purposes of the Oregon Vehicle Code, creating three classes of e-bikes (Class 1, 2, and 3) based on motor type and top assisted speed, and amends ORS 801.150, 801.258 and 807.020. Sets a minimum age of 16 for operating a Class 3 electric assisted bicycle. Introduced by Rep. Emerson Levy (D-Bend) following the death of a Bend teen.

OAR Chapter 736 (OPRD e-bike rule, adopted 2024)
OPRD adopted rules governing where e-bikes may operate on state park property and along the ocean shore. As of July 1, 2025, e-bikes are allowed wherever traditional bicycles are allowed, and prohibited where bicycles are prohibited.
