New Jersey e-bike regulations
New Jersey regulates low-speed electric bicycles under Title 39 of the Revised Statutes. P.L.2019, c.121 established three classes of low-speed electric bicycles/scooters exempt from registration/insurance, and P.L.2025, c.285 (S4834) further amended requirements for operating certain electric bicycles, effective immediately for most provisions with one requirement effective July 2026.
