Iowa e-bike regulations

Iowa regulates low-speed electric bicycles under Iowa Code chapter 321, adopting a three-class system (Class 1, 2, 3). Low-speed e-bikes meeting the statutory definition are generally treated like traditional bicycles rather than motor vehicles, with specific labeling and operating rules, including an age restriction for Class 3 operation.

    Defines 'low-speed electric bicycle' and establishes Class 1, Class 2, and Class 3 designations based on motor engagement (pedal-assist vs. throttle) and maximum assisted speed.

    A manufacturer or distributor of low-speed electric bicycles shall apply a label that is permanently affixed in a prominent location to each low-speed electric bicycle. A low-speed electric bicycle shall be manufactured and equipped in compliance with 16 C.F.R. pt. 1512. A person under the age of sixteen shall not operate a class 3 low-speed electric bicycle.
