Delaware e-bike regulations
Delaware regulates e-bikes under Title 21 of the Delaware Code (Motor Vehicles), Chapter 41, using the three-class system enacted via House Bill 19. E-bikes up to 750W meeting Class 1, 2 or 3 definitions are treated similarly to bicycles rather than motor vehicles and are not required to be registered, titled or insured. Local jurisdictions, especially beach towns, impose additional restrictions on boardwalks and sidewalks.

Definitions - bicycle and electric bicycle

Defines bicycle to include an electric-assist bicycle under 750 watts and under 20 mph on motor power alone, and separately defines electric bicycle and its three classes.
The term bicycle also includes a 2- or 3-wheeled vehicle with fully operable pedals and an electric motor of less than 750 watts, whose maximum speed on a paved level surface, when powered solely by such motor while ridden by an operator who weighs 170 pounds, is less than 20 miles per hour.Delaware Code OnlineOperation of electric bicycles
