California Opens New Class 3 Trail Access Rules for 2027

California has finalized a statewide framework that, for the first time, lets counties formally opt Class 3 electric bicycles onto paved multi-use paths. Previously Class 3 access was a patchwork of park district resolutions that riders could rarely verify before a ride.

What changed

The framework keeps the 28 mph assisted top speed for Class 3 machines but caps operation on shared paths at 20 mph, and it requires counties adopting the option to post class-specific signage at every trailhead.

Who it affects

Riders on coastal county paths are the biggest beneficiaries, but the rule is opt-in: until your county board adopts it, the prior prohibition stands. Check your county page before you ride.

What to watch

Several county parks departments have signaled they will pair adoption with a helmet requirement for all classes on shared paths, which would exceed the state helmet minimum.
